The Small Business Express Program (EXP) provides loans and grants to Connecticut's small businesses to spur job creation and growth.

Services

Access to capital:

Revolving Loan Fund -- $10,000 to a maximum $100,000. It can be used for

  • Purchases of machinery and equipment
  • Construction or leasehold improvements
  • Relocation costs
  • Working capital
  • Other business-related expenses as authorized by the Commissioner of the Department of Economic and Community Development (DECD)

Incentive loan and grant funds to create jobs:

Job Creation Incentive Loan -- $10,000 to a maximum $100,000. It can be used for

  • Training
  • Marketing
  • Working capital
  • Other business-related expenses as authorized by the Commissioner of the DECD

Matching Grant -- $10,000 to a maximum $100,000. It can be used for the following

  • Training
  • Working capital
  • Purchase of machinery and equipment
  • Construction or leasehold improvements
  • Relocation within state
  • Other business-related expenses as authorized by the Commissioner of the DECD

Criteria

Priority given to economic-based industries (precision manufacturing, business services, green and sustainable technology, bioscience and information technology sectors). Businesses must:
  • Employ not more than 100 employees.
  • Have operations in Connecticut.
  • Have been registered to conduct business for not less than 12 months.
  • Be in good standing with the payment of all state and local taxes and with all state agencies.
